Professor Seumas Miller is a distinguished philosopher whose research addresses some of today’s most pressing ethical challenges. His work spans the philosophy of social action, criminal justice ethics, military ethics, business ethics, ethics and biotechnology and cybersecurity ethics, areas that shape policy and practice in an increasingly complex world.

Currently a Distinguished Research Fellow at the Uehiro Oxford Institute for Practical Ethics at Oxford University, Professor Miller has authored over 250 academic articles and 22 books.

In recent years, Professor Miller has contributed to international policy on emerging technologies and security. As a member of the Expert Advisory Group for the Global Commission on Responsible AI in Military Applications (GC REAIM), he helped shape a landmark report launched by the Prime Minister of the Netherlands at the UN General Assembly’s First Committee on Disarmament and International Security in September 2025 in New York. His policy paper, presented at a GC REAIM meeting in Edinburgh, explores critical issues such as meaningful human control over lethal autonomous weapons systems and collective moral responsibility.
